Default The allowed bandwidth assigned to your IP is used up.

    i guess it is a bug ?

it always says The allowed bandwidth assigned to your IP is used up.
but the file has never been downloaded before, bandwidth of file is 0
file is 1.2Gb large, guest download max bw is set to 1Gb this shouldn't be any higher, exept if its for files from paying customers
where is the check and how to disable it?

the problem is a paying registered user uploads files, next he wants other people to download the files, but they cannot, they have to upgrade first
how to disable or give the paying members more bandwidth
